 A Concurrent Resolution expressing the sorrow of the members of the General
 Assembly at the death of Dr. Charles D. Barnett, former State Commissioner of
 Mental Retardation for South Carolina, and extending sympathy to his family
 and many friends.

A CONCURRENT RESOLUTION

EXPRESSING THE SORROW OF THE MEMBERS OF THE GENERAL ASSEMBLY AT THE DEATH OF DR. CHARLES D. BARNETT, FORMER STATE COMMISSIONER OF MENTAL RETARDATION FOR SOUTH CAROLINA, AND EXTENDING SYMPATHY TO HIS FAMILY AND MANY FRIENDS.

Whereas, Charles D. Barnett, Ph.D., the former State Commissioner of Mental Retardation for South Carolina, died April 7, 1994, at the age of fifty-eight; and

Whereas, Dr. Barnett was a graduate of the University of South Carolina, where he received his bachelor's and master's degrees; and

Whereas, he received a doctorate in psychology and mental retardation from Vanderbilt University; and

Whereas, he was executive director of the South Carolina Association of Children's Homes and Family Services and was a clinical professor at the Medical University of South Carolina; and

Whereas, he was a fellow of the National Institute of Mental Health and a former consultant to the President's Committee on Mental Retardation; and

Whereas, he was a former assistant director for special schools for the Texas state hospitals, former deputy commissioner of the Texas Department of Mental Health and Mental Retardation, a former member of the National Advisory Council on Services and Facilities for the Developmentally Disabled, and former president of the National Association of Directors of State Mental Retardation Programs; and

Whereas, Dr. Barnett was greatly respected and admired for his work as State Commissioner of Mental Retardation in South Carolina, and he administered the State Department of Mental Retardation and its programs for the mentally retarded with compassion; and

Whereas, he was a distinguished administrator and an outstanding individual whose services to the State of South Carolina are greatly appreciated and valued; and

Whereas, we want his family and many friends to know that they are uppermost in our thoughts and have our deepest sympathy. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly of the State of South Carolina, by this resolution, express sorrow at the death of Dr. Charles D. Barnett, former State Commissioner of Mental Retardation for South Carolina, and extend sympathy to his family and many friends.

Be it further resolved that a copy of this resolution be forwarded to Dr. Barnett's family.
