HEALTH OF THE CITIZENS OF THIS STATE.

A CONCURRENT
RESOLUTION
TO CONGRATULATE AND COMMEND THE SOUTH
CAROLINA MEDICAL ASSOCIATION ON THE CELEBRATION
OF ITS ONE HUNDRED FIFTY YEARS OF IMPROVING THE
HEALTH OF THE CITIZENS OF THIS STATE.
Whereas, the South Carolina Medical Association is celebrating its
sesquicentennial anniversary on February 14, 1998; and
Whereas, the South Carolina Medical Association was designated in
1878 as the State Board of Health, taking up matters such as vital
statistics and vaccinations; and
Whereas, the South Carolina Medical Association was the first
southern state association to publish a medical journal in 1905; and
Whereas, the South Carolina Medical Association formed the State
Hospital Association in 1921; and
Whereas, the South Carolina Medical Association established the
Committee on Maternal Welfare in 1934, charged with securing
duplicates of every maternal death certificate filed in the Bureau of
Vital Statistics in which all facts concerning the death were obtained
and questionnaires analyzed for cause of death, amount of prenatal
care, and the patient's condition before pregnancy in 1934; and
Whereas, the South Carolina Medical Association selected the
medical men of the State in 1941 who were to enter the armed
services; and
Whereas, the South Carolina Medical Association adopted a ten point
program in 1944, addressing issues such as caring for the indigent,
hospital insurance, and medical and nursing education; and
Whereas, in 1957 the South Carolina Medical Association joined in
promoting the successful operation of the original Medicare; and
Whereas, the South Carolina Medical Association requested in 1990
that all physicians provide medical care for their "fair share" of
Medicaid patients and recommended that each physician carry a case
load of twenty-five Medicaid patients or accept two Medicaid
patients per month; and
Whereas, the South Carolina Medical Association's subsidiary, the
South Carolina Institute for Medical Education and Research, in 1994
received a Robert Wood Johnson Foundation grant to work in
cooperation with the South Carolina Department of Health and
Environmental Control to develop partnerships between private
physicians and local health departments to provide medical homes for
Medicaid-eligible children while increasing access to medical care;
and
Whereas, the South Carolina Medical Association distributed a
reference book in 1995 as part of a campaign to educate physicians
about the prevalence of family violence and help physicians to better
manage cases of family violence; and
Whereas, the South Carolina Medical Association has played an
integral role in the evolution of medicine in South Carolina over the
past one hundred fifty years; and
Whereas, the South Carolina Medical Association represents over
five thousand licensed physicians in the State; and
Whereas, the South Carolina Medical Association, as the voice of the
medical profession in the State, has supported the efforts of South
Carolina physicians to provide quality medical care and promote
good health for all citizens of the State; and
Whereas, the South Carolina Medical Association has established a
peerless record in the areas of advocacy, physician education, and
member services. Now, therefore,
Be it resolved by the House of Representatives, the Senate
concurring:
That the General Assembly of the State of South Carolina
congratulates and commends the South Carolina Medical Association
on the celebration of its one hundred fifty years of improving the
health of the citizens of this State.
Be it further resolved that a copy of this resolution be forwarded to
the South Carolina Medical Association.
