 RECEIVING THE "HUMANITARIAN OF THE YEAR" AWARD ON JANUARY 14, 1998.

A CONCURRENT RESOLUTION

TO CONGRATULATE MR. E. PERRY PALMER FOR HIS DISTINGUISHED PUBLIC SERVICE TO THE STATE OF SOUTH CAROLINA ON THE OCCASION OF RECEIVING THE "HUMANITARIAN OF THE YEAR" AWARD ON JANUARY 14, 1998.

Whereas, the members of the General Assembly have learned that Mr. E. Perry Palmer received the "Humanitarian of the Year" Award for his distinguished public service; and

Whereas, Mr. Palmer was presented the award by the United Way of the Midlands at a formal "black tie" banquet attended by more than 350 people on January 14, 1998, at the Embassy Suites Hotel in Columbia; and

Whereas, Mr. Palmer is a native of Sumter and the son of Edmund Perry and Ellie Naudin Dibble Palmer; the brother of James Palmer and the late Robert and Andrew Palmer; and the father of Brooks Naudin Palmer and Ema Pinn Palmer; and

Whereas, Mr. Palmer became the first African-American to receive this prestigious award since it was established in 1984; and

Whereas, Mr. Palmer received his education at Mather Academy in Camden, Monson Academy in Massachusetts, North Carolina A&T University in Greensboro, North Carolina, and the American Academy of Funeral Service in New York; and

Whereas, Mr. Palmer is a devoted champion of race relations and the arts; and

Whereas, Mr. Palmer is a member of the South Carolina Black Hall of Fame and an avid supporter of minority business development; and

Whereas, Mr. Palmer has personally sponsored six adopt-a-school programs and six youth and adult recreation programs; and

Whereas, Mr. Palmer has served on the boards of the Indian Waters Council of the Boy Scouts of America, Columbia Museum of Art, South Carolina Philharmonic Orchestra, Columbia YMCA, Columbia Urban League, United Way of the Midlands, Salvation Army, State Museum Foundation, James R. Clark Sickle Cell Anemia Foundation, South Carolina Arts Commission, Central Carolina Community Foundation, Success by Six, United Black Fund, 100 Black Men, and is a Life Member of the NAACP; and

Whereas, Mr. Palmer is a selfless and true public servant who serves as a role model for present and future leaders of our State. Now, therefore,

Be it resolved by the the House of Representatives, the Senate concurring:

That the members of the General Assembly, by this resolution, publicly congratulate Mr. E. Perry Palmer for his distinguished public service to the State of South Carolina on the occasion of receiving the "Humanitarian of the Year" Award on January 14, 1998.

Be it further resolved that a copy of this resolution be forwarded to Mr. E. Perry Palmer.
