 A CONCURRENT RESOLUTION TO OFFER THE CONGRATULATIONS OF THE MEMBERS OF THE
 GENERAL ASSEMBLY TO CHIEF LEWIS McCARTY, CHIEF DEPUTY AND SECOND IN COMMAND IN
 THE LEXINGTON COUNTY SHERIFF'S DEPARTMENT, ON THE OCCASION OF HIS RETIREMENT,
 AND TO EXPRESS THE MEMBERS' GRATITUDE THAT CHIEF McCARTY HAS DEDICATED HIS
 PROFESSIONAL LIFE TO LAW ENFORCEMENT AND HAS SPENT THIRTY-SIX YEARS IN THIS
 CAREER SO IMPORTANT TO THE CITIZENS OF LEXINGTON COUNTY AND THE STATE OF SOUTH
 CAROLINA.

A CONCURRENT RESOLUTION

TO OFFER THE CONGRATULATIONS OF THE MEMBERS OF THE GENERAL ASSEMBLY TO CHIEF LEWIS McCARTY, CHIEF DEPUTY AND SECOND IN COMMAND IN THE LEXINGTON COUNTY SHERIFF'S DEPARTMENT, ON THE OCCASION OF HIS RETIREMENT, AND TO EXPRESS THE MEMBERS' GRATITUDE THAT CHIEF McCARTY HAS DEDICATED HIS PROFESSIONAL LIFE TO LAW ENFORCEMENT AND HAS SPENT THIRTY-SIX YEARS IN THIS CAREER SO IMPORTANT TO THE CITIZENS OF LEXINGTON COUNTY AND THE STATE OF SOUTH CAROLINA.

Whereas, Chief Alfred Lewis McCarty, who was born on October 21, 1941, in Columbia, is a lifelong resident of Lexington County; and

Whereas, Chief McCarty married Gayle McCarty, and together they have two children, Frances and Robert, and two beautiful grandchildren; and

Whereas, after graduating from Brookland Cayce High School in 1961, where he was elected by his classmates as "Best All Around", and after graduating from Palmer College with an associate degree in marketing in 1964, and after being honored with election to "Who's Who in American Colleges and Universities", Chief McCarty began his career in law enforcement as a patrolman with the West Columbia Police Department on November 1, 1964; and

Whereas, after rising to the rank of lieutenant with this police department, on January 1, 1972, Chief McCarty joined the Lexington County Sheriff's Department as an assistant sheriff; and

Whereas, Chief McCarty graduated from the FBI National Academy in 1979; and

Whereas, he will retire on June 30, 1999, from the Sheriff's Department after achieving the rank of Chief Deputy Sheriff, the Assistant to Sheriff James R. Metts, and second in command in the office; and

Whereas, the honors and awards that Chief McCarty has achieved over his career are plentiful and well deserved; he has been the recipient of the "Thomas J. Fox Award" for excellence in law enforcement awarded by the Law Enforcement Officers Association in 1976, and the Strom Thurmond "Award of Excellence" for County Officer of the Year in 1983; and

Whereas, Chief McCarty has done more than his part to enhance and improve the law enforcement officer's position in society with his membership and active participation in the following professional organizations: the South Carolina Law Enforcement Officers Association, the Lexington County Law Enforcement Officers Association, the FBI National Academy Associates, the National Sheriff's Association, and the Police Marksman Association; he has served in the following leadership roles for these organizations: the Lexington County Law Enforcement Officers as vice president in 1972 and as president in 1973; the South Carolina Police Combat League as vice president in 1978 and as president in 1980; and the South Carolina Law Enforcement Officers Association as the district chairman for the Eleventh Judicial Circuit in 1978; and

Whereas, Chief McCarty served his State and country further by enlisting in the South Carolina National Guard in April, 1964; he won the "High Shooter" award from the National Guard in 1970, and was honorably discharged in April, 1971, with the rank of Sergeant E-5; and

Whereas, the Chief and Mrs. McCarty are members of Mount Hebron Methodist Church in West Columbia, where he has served on the church's board of directors; and

Whereas, it is only fitting that the members of the General Assembly recognize the lifelong achievements of Chief Lewis McCarty who has excelled in his chosen profession of law enforcement; and

Whereas, the Sheriff's Department of the County of Lexington will sorely miss the talents and experience of the Chief. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly, by this resolution, offer their congratulations to Chief Lewis McCarty, Chief Deputy and second in command in the Lexington County Sheriff's Department, on the occasion of his retirement, and express their gratitude that Chief McCarty has dedicated his professional life to law enforcement and has spent thirty-six years in this career so important to the citizens of Lexington County and the State of South Carolina.

Be it further resolved that a copy of this resolution be forwarded to Chief Lewis McCarty.
