A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 2-1-86 SO AS TO PROHIBIT LEGISLATORS WHO HAVE BEEN DEFEATED IN PARTY PRIMARIES OR RUNOFFS, OR WHO HAVE FAILED TO FILE FOR REELECTION, TO PreviousATTENDNext CONFERENCES FOR LEGISLATORS AT STATE EXPENSE, BUT TO ALLOW THE LEGISLATORS TO PreviousATTENDNext THESE CONFERENCES AT THEIR OWN EXPENSE IF APPROVED AS DELEGATES BY THEIR PRESIDING OFFICERS.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. Chapter 1, Title 2 of the 1976 Code is amended by adding:

"Section 2-1-86. Following sine die adjournment of the General Assembly in any general election year and before the convening of the next ensuing regular legislative session, no member who, during that year, has failed to file for reelection to his legislative office or who has been defeated in his party's primary or runoff election may PreviousattendNext any conference for legislators at the expense of the State, either by direct payment of conference and related expenses on behalf of the member or by reimbursement of those expenses. However, nothing contained in this section may be construed to preclude the described member from Previousattending these conferences entirely at his own expense, if the member is approved as a conference delegate by the presiding officer of his legislative body."

SECTION 2. This act takes effect upon approval by the Governor.
