A Bill to require a member of the General Assembly to submit to his presiding
officer a sworn statement that he actually attended a substantial majority of
the sessions of a legislative conference when the member seeks reimbursement
of expenses incurred by him in attending the conference, and to provide for
the circumstances under which reimbursement is not allowed and under which, in
the event of actual reimbursement, interest at the rate of twenty percent must
be paid together with the amount reimbursed.

A BILL
TO REQUIRE A MEMBER OF THE GENERAL ASSEMBLY TO
SUBMIT TO HIS PRESIDING OFFICER A SWORN STATEMENT
THAT HE ACTUALLY ATTENDED A SUBSTANTIAL MAJORITY
OF THE SESSIONS OF A LEGISLATIVE CONFERENCE WHEN
THE MEMBER SEEKS REIMBURSEMENT OF EXPENSES
INCURRED BY HIM IN ATTENDING THE CONFERENCE, AND
TO PROVIDE FOR THE CIRCUMSTANCES UNDER WHICH
REIMBURSEMENT IS NOT ALLOWED AND UNDER WHICH, IN
THE EVENT OF ACTUAL REIMBURSEMENT, INTEREST AT THE
RATE OF TWENTY PERCENT MUST BE PAID TOGETHER WITH
THE AMOUNT REIMBURSED.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. To receive from the State reimbursement of expenses
incurred in attending a legislative conference, a member of the General
Assembly shall submit to the presiding officer of the legislative body of
which he is a member a sworn statement that he actually attended a
substantial majority of the sessions of the conference. If the member
fails to submit the required statement, or if the statement at any time
proves to be false in a substantive manner, the reimbursement is not
allowed, and, if the member has actually received reimbursement in
whole or in part, he is required to repay the amount received by him with
interest at the rate of twenty percent per annum calculated from the date
of receipt.
The provisions of this section are cumulative and not in lieu of any
other provision of law, regulation, or rule of the particular legislative
body involved concerning duties imposed upon the member to verify in
writing and by receipt, or otherwise, as to the expenses incurred for
which reimbursement is sought.
SECTION 2. This act takes effect upon approval by the Governor.
