TO COMMEND CADET RUSS T. TOUCHBERRY OF SUMMERVILLE FOR HIS OUTSTANDING ACADEMIC, PreviousATHLETICNext, AND LEADERSHIP ACHIEVEMENTS AS A CADET AND STUDENT PreviousATHLETENext AT THE CITADEL, THE MILITARY COLLEGE OF SOUTH CAROLINA, AND TO CONGRATULATE CADET TOUCHBERRY ON WINNING BOTH THE MACARTHUR FOUNDATION AWARD FOR LEADERSHIP AND THE BRIGADIER FOUNDATION PRESIDENT'S AWARD FOR PreviousATHLETICSNext AS A CADET OFFICER AND CAPTAIN OF THE VARSITY TRACK TEAM DURING HIS SENIOR YEAR AT THE CITADEL.

Whereas, upon finishing Fort Dorchester High School where he was a star shot putter and thrower with a dream of someday becoming a civil engineer and building bridges, Cadet Russ T. Touchberry of Summerville accepted a combined academic and PreviousathleticNext scholarship and the challenge of four rigorous years as a cadet and civil engineering major at the Citadel, the Military College of South Carolina; and

Whereas, at the Citadel Cadet Touchberry excelled in the classroom, on the playing fields, and in the barracks and compiled a well-rounded and overall outstanding academic, PreviousathleticNext, and military record. Maintaining a 3.5/4.0 grade point average in his major of civil engineering, he was on the Dean's List or the Commandant's List four out of eight semesters. He was the recipient of a Southern Chapter Professional Land Surveyors Scholarship as well as a scholarship from the Civil Engineers Club of Charleston; and

Whereas, Cadet Touchberry's campus activities at the Citadel include membership in the American Society of Civil Engineers, the Rod and Gun Club, the Mess Council, the Uniform Board, the Student PreviousAthleteNext Advisory Committee, and the Student Advisory Committee to Civil Engineering Faculty, and he served as Vice President of the American Society of Civil Engineers his senior year; and

Whereas, Cadet Touchberry is a varsity letterman in track who has excelled in both indoor and outdoor track. He was the Citadel's "most improved" for the 1999 track season, "high point and outstanding field competitor" for the 2000 track season, and the captain of the varsity track team in 2001; and

Whereas, as a member of the South Carolina Corps of Cadets developing leadership skills, Cadet Touchberry successfully completed his "knob" year, was chosen Company Clerk and Armorer Corporal his sophomore year, Supply Sergeant his junior year, and Company Commander of "C" Company his senior year, holding the rank of Cadet Captain; and

Whereas, the General Douglas MacArthur Award is an annual presentation by the Virginia-based MacArthur Memorial Foundation to honor the "most soldierly performance" in academics and leadership by a senior cadet at the Citadel, the recipient of which is selected each year by a vote of the Citadel faculty considering academics, PreviousathleticsNext, and leadership standards developed by the institution; and

Whereas, the Brigadier Foundation President's Award for PreviousathleticsNext is presented annually by The Citadel Brigadier Foundation, Inc. to the senior PreviousathleteNext who has brought credit to himself and the Citadel as a member of a Citadel PreviousathleticNext team. The recipient of this award is selected each year by a vote of his classmates; and

Whereas, Cadet Touchberry, a leader among his classmates, is the honored recipient of both the MacArthur Memorial Foundation Award for Leadership and the Brigadier Foundation President's Award for PreviousAthleticsNext for the Class of 2001. Having accomplished the signal feat of earning two of the prestigious honors awarded to members of the South Carolina Corps of Cadets, Cadet Touchberry will graduate from the Citadel with honors, a civil engineering degree, and his lifelong dream of building bridges. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives, by this resolution, commend Cadet Russ T. Touchberry of Summerville for his outstanding academic, PreviousathleticNext, and leadership achievements as a cadet and student PreviousathleteNext at the Citadel, the Military College of South Carolina, and congratulate Cadet Touchberry on winning both the MacArthur Foundation Award for Leadership and the Brigadier Foundation President's Award for PreviousAthletics as a cadet officer and captain of the varsity track team during his senior year at The Citadel.

Be it further resolved that a copy of this resolution be forwarded to Cadet Russ T. Touchberry, the Citadel, Class of 2001, of Summerville.
