GENERAL ASSEMBLY OF THE STATE OF SOUTH CAROLINA UPON THE DEATH OF THE
HONORABLE WALTER L. MARTIN, JR., FORMER MAYOR OF THE TOWN OF LOCKHART AND TO
EXTEND DEEPEST SYMPATHY TO HIS FAMILY AND MANY FRIENDS.

A CONCURRENT RESOLUTION
TO EXPRESS THE PROFOUND SORROW OF THE MEMBERS
OF THE GENERAL ASSEMBLY OF THE STATE OF SOUTH
CAROLINA UPON THE DEATH OF THE HONORABLE
WALTER L. MARTIN, JR., FORMER MAYOR OF THE TOWN
OF LOCKHART AND TO EXTEND DEEPEST SYMPATHY TO
HIS FAMILY AND MANY FRIENDS.
Whereas, the members of the General Assembly are deeply saddened
to learn of the death of The Honorable Walter L. Martin, Jr., former
Mayor of Lockhart, on Thursday, April 24, 1997, at the young age of
fifty-four; and
Whereas, he was born in Abbeville, South Carolina, the son of Marie
Hicks Martin of Abbeville and the late Walter L. Martin, Sr.; and
Whereas, Walter Martin graduated from Erskine College and was
employed as Human Resource Manager for W.W. Grainger in
Fountain Inn, where he founded the Fountain Inn Employees
Association; and
Whereas, he was the loving husband of Reba McKee Martin; a
devoted father to his two daughters, Mrs. Travis (Christina M.)
Blackwood of Union and Alexis E. Martin of Toccoa, Georgia; and
the proud grandfather of a grandson, Zachary Martin Blackwood of
Union; and
Whereas, Walter Martin was elected Mayor of Lockhart in 1977 and
served continuously for the next nineteen years until resigning
because of poor health at the end of April 1996; and
Whereas, during his tenure as Mayor of the Town of Lockhart he
gave selflessly to assist the people of Lockhart; in August 1986, the
town was struck by a flood, and Walter Martin and his wife drove a
large town truck into the flooded areas of town and evacuated flood
victims from their homes and in the aftermath of the flood, Mayor
Martin guided efforts to help the flood victims clean up and get back
in their homes; and
Whereas, former Mayor Martin served as Chairman of the Board of
Trustees for Hope Hospital for twenty-two years; Chairman-elect of
the Greenville Vocational Rehabilitation Board; and Vice President
of the Greenville Area Personnel Association; and
Whereas, he was a member of Lockhart First Baptist Church and in
1993, his family was named "Family of the Year" in Union County
and
Whereas, Walter Martin epitomized what society has come to love
and respect in their most dedicated public servants and in 1994, he
received the Order of the Palmetto from Governor Carroll Campbell
for his many contributions to the Town of Lockhart, Union County,
and to the Palmetto State; and
Whereas, this dear and caring man will be sorely missed by all whose
life touched his; and
Whereas, we want the members of his family and his many friends to
know that they are in our thoughts and have our sincerest sympathy;
and
Whereas, the members of the General Assembly express appreciation
for Walter L. Martin, Jr.'s, life and his accomplishments and
dedication will live long in our memory. Now, therefore,
Be it resolved by the Senate, the House of Representatives
concurring:
That the members of the General Assembly of the State of South
Carolina, by this resolution, express profound sorrow upon the death
of The Honorable Walter L. Martin, Jr., former Mayor of the Town
of Lockhart and extend deepest sympathy to his family and many
friends.
Be it further resolved that a copy of this resolution be forwarded to
his wife, Mrs. Reba McKee Martin.
