 FOR HIS DISTINGUISHED LEADERSHIP RECORD AND ACHIEVEMENTS ON BEHALF OF THE
 CHILDREN OF THE SCHOOL DISTRICT OF NEWBERRY COUNTY.

A CONCURRENT RESOLUTION

CONGRATULATING SUPERINTENDENT THOMAS EDWARD CALHOUN "TEC" DOWLING FOR HIS DISTINGUISHED LEADERSHIP RECORD AND ACHIEVEMENTS ON BEHALF OF THE CHILDREN OF THE SCHOOL DISTRICT OF NEWBERRY COUNTY.

Whereas, Thomas Edward Calhoun "TEC" Dowling was born in the Town of Mullins, County of Marion, and reared in the Town of Clio, County of Marlboro, State of South Carolina, the son of the late James Harry Dowling and the late Sarah Lane Dowling; and

Whereas, Thomas Edward Calhoun "TEC" Dowling was appointed in 1990 as superintendent of the School District of Newberry County; he previously served as director of middle and secondary education in Dorchester School District 2, City of Summerville, as educational specialist in the Office of Accreditation of the Department of Education of the State of South Carolina; principal of Lamar High School, County of Darlington; assistant principal of Butler High School in the Town of Hartsville, County of Darlington; and teacher, coach, and athletic director at Clio High School, County of Marlboro; and

Whereas, he graduated with a B.S. Degree from Pembroke State University and received his Master's Degree and Educational Specialist Degree from the University of South Carolina; he also has completed postgraduate work at the University of South Carolina; and

Whereas, Superintendent Dowling has provided strong leadership for the School District of Newberry County which resulted in new school facilities to replace aging buildings which were on probation from the South Carolina Department of Education, and he has strongly encouraged and implemented improved academic programs that have resulted in higher levels of student achievement; and

Whereas, Superintendent Dowling was selected as Superintendent of the Year by the South Carolina Vocational Directors' Association for his leadership in developing strong vocational programs for the youth of Newberry County; and

Whereas, Superintendent Dowling has provided leadership for several committees of the South Carolina Association of School Administrators and the Southern Association of Colleges and Schools; and

Whereas, Superintendent Dowling has accepted the position of superintendent of York School District 4 in the Town of Fort Mill, South Carolina, where he will provide the same high level of leadership that he exhibited in the School District of Newberry County; and

Whereas, Superintendent Dowling is married to Lenora "Tippy" Dowling and they have three children: Edward Deems Dowling, Kristin McLaurin Dowling, and Kelsey Lane Dowling; the family attends Central United Methodist Church. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly of the State of South Carolina, by this resolution, congratulate Superintendent Thomas Edward Calhoun "TEC" Dowling, a native of Marlboro County, South Carolina, and commend him on his distinguished career, leadership record, achievements, and outstanding service to the citizens and children of the School District of Newberry County.

Be it further resolved that a copy of this resolution be forwarded to Superintendent Dowling.
