EXPRESSING SORROW AT THE DEATH OF TERETHA
"TERRY" LEMON-LINCOLN OF DORCHESTER
COUNTY, IN WHOSE MEMORY A FLAG POLE AND
PERMANENT PLAQUE WILL BE DEDICATED BY THE
TRI-COUNTY COMMISSION ON ALCOHOL AND DRUG
ABUSE ON MAY 22, 1998, AND EXTENDING DEEPEST
SYMPATHY TO MS. LEMON-LINCOLN'S FAMILY AND HER
MANY FRIENDS.
Whereas, Teretha "Terry" Lemon-Lincoln of Dorchester
County died January 19, 1997, at the age of forty-five; and
Whereas, Ms. Lemon-Lincoln was born in St. George and graduated
from Williams Memorial High School in 1969; she received a B.A.
Degree in Communication/Speech Education from Shaw University
in Raleigh, North Carolina, and a Masters in Education Degree from
South Carolina State University; she pursued additional studies at the
University of Southern California in public administration and was
a Master Certified Counselor; and
Whereas, she was employed by the Tri-County Commission on
Alcohol and Drug Abuse (TCCADA), where she directed Adolescent
Treatment at William J. McCord Adolescent Treatment Center; she
worked as a School Intervention Counselor and Pretrial Intervention
Specialist for the Charleston County Substance Abuse Commission
from 1980 to 1984; she was a Job Development and Education
Specialist for the Westside Rehabilitation Project in Chicago from
1980 to 1983 and was Director of Recruitment and a Cooperative
Education Counselor at Shaw University from 1973 to 1978; and
Whereas, on November 12, 1984, the TCCADA employed Terry
Lemon-Lincoln; she developed contracts with eleven public school
districts and developed a School Intervention Program that impacted
more than three hundred children annually; because of Ms.
Lemon-Lincoln's professionalism, dedication, and commitment, the
TCCADA's intervention programs were selected as the best in the
Palmetto State by the South Carolina Commission on Alcohol and
Drug Abuse in 1986, 1990, and 1991; in 1992, the Commission on
Alcohol and Drug Abuse approved a TCCADA plan to construct and
develop an inpatient adolescent treatment program for South
Carolina; Ms. Lemon-Lincoln was instrumental in the development
and implementation of this historic program; and in 1993 Ms.
Lemon-Lincoln was named Director of the William J. McCord
Adolescent Treatment Facility; and
Whereas, in early 1997 Ms. Lemon-Lincoln's physical health had
deteriorated to a point that she had become disabled; during her
thirteen-year tenure in the TCCADA, Ms. Lemon-Lincoln assisted
thousands of children and their families; through her efforts, South
Carolina children and their families, who have problems with alcohol
and drugs, have a place to seek recovery; and
Whereas, the benchmarks achieved during Ms. Lemon-Lincoln's
tenure with the TCCADA include the following: (1) in November
1984, she became Coordinator of the School Intervention Program;
(2) in October 1988, she assumed the title of Coordinator of
Outpatient Services; (3) in September 1990, she became Director of
Adolescent Services; and (4) in October 1993, she was named
Director of the William J. McCord Adolescent Treatment Facility;
and
Whereas, the Board of Directors of the TCCADA recently voted
unanimously to erect and dedicate a flag pole and permanent plaque
in memory of Ms. Lemon-Lincoln; the dedication is planned for May
22, 1998, on the grounds of the McCord Center; and
Whereas, Ms. Lemon-Lincoln was an active and devoted member of
St. Mark Baptist Church, where she served in the Senior Choir, as
Vice President of the G. Britt Choir, and as a member of the Pastor's
Aide and Willing Workers Club; and
Whereas, Terry Lemon-Lincoln was an immensely talented
individual; she was respected, admired, and loved by all who knew
her; she gave most generously of her time, talents, energy, and
resources so that others could have a better life; her death has
saddened countless persons, and her presence, her kindness, her
abilities, and her service to the community will be great missed.
Now, therefore,
Be it resolved by the House of Representatives:
That the House of Representatives of the State of South Carolina, by
this resolution, expresses sorrow at the death of Teretha
"Terry" Lemon-Lincoln of Dorchester County, in whose
memory a flag pole and permanent plaque will be dedicated by the
Tri-County Commission on Alcohol and Drug Abuse on May 22,
1998, and extends deepest sympathy to Ms. Lemon-Lincoln's family
and her many friends.
Be it further resolved that a copy of this resolution be forwarded to
the family of Ms. Teretha "Terry" Lemon-Lincoln.
