 A CONCURRENT RESOLUTION TO COMMEND AND CONGRATULATE THE HONORABLE RICHARD E.
 FIELDS OF CHARLESTON COUNTY ON THE OCCASION OF A RECEPTION SPONSORED BY THE
 100 BLACK MEN OF CHARLESTON, THE CHARLESTON LAWYERS CLUB, THE CHARLESTON
 COUNTY BAR ASSOCIATION, AND THE BETA KAPPA LAMBDA CHAPTER OF ALPHA PHI ALPHA
 FRATERNITY, INC., TO RECOGNIZE HIS OUTSTANDING ACHIEVEMENTS.

TO COMMEND AND CONGRATULATE THE HONORABLE RICHARD E. FIELDS OF CHARLESTON COUNTY ON THE OCCASION OF A RECEPTION SPONSORED BY THE 100 BLACK MEN OF CHARLESTON, THE CHARLESTON LAWYERS CLUB, THE CHARLESTON COUNTY BAR ASSOCIATION, AND THE BETA KAPPA LAMBDA CHAPTER OF ALPHA PHI ALPHA FRATERNITY, INC., TO RECOGNIZE HIS OUTSTANDING ACHIEVEMENTS.

Whereas, the Honorable Richard E. Fields was born in Charleston County, South Carolina, on October 1, 1920, the son of the late John and Mary Fields; and

Whereas, he received his early education at Burke High School and Avery Institute, and graduated from Avery Institute in 1940; and

Whereas, Judge Fields received his Bachelor of Science degree from West Virginia State College in 1944, and his Bachelor of Legal Letters in 1947 from Howard University Law School; and

Whereas, he was admitted to practice before both the Bar of the District of Columbia and South Carolina in 1948, and in 1949 returned to Charleston to begin his law practice; and

Whereas, in 1969, he was appointed Associate Municipal Court Judge for the City of Charleston and in 1971 became the Court's Presiding Judge; and

Whereas, in 1974, Judge Fields was elected by the General Assembly to the position of Judge of the Family Court in Charleston County and served in this capacity until 1980 when he was elected by the General Assembly to serve as a Judge of the Circuit Court of South Carolina where he served with distinction until he retired in 1992; and

Whereas, throughout his illustrious career, Judge Fields has served on numerous boards and agencies in Charleston County and throughout the State of South Carolina, and has maintained active membership in both the United Methodist Church and the Democratic Party; and

Whereas, he has served as a delegate to numerous Methodist conferences, as a member of the General Board of Finance and Administration of the United Methodist Church, the corporate body of the Church, and as a member of its executive committee for a period of eight years; and

Whereas, Judge Fields was a delegate to the 1968 and 1972 National Democratic Conventions respectively held in Chicago, Illinois, and Miami, Florida; and

Whereas, in 1951, he married the former Myrtle T. Evans, and together they are the proud parents of two children; and

Whereas, the members of the South Carolina General Assembly, by this resolution, wish to express their best wishes to Judge Fields on the occasion of the January 20, 2000, reception honoring him at the Embassy Suites Hotel in the City of Charleston, South Carolina. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the South Carolina General Assembly, by this resolution, commend and congratulate the Honorable Richard E. Fields for his many years of service to the people of South Carolina and this nation on the occasion of a reception sponsored by the 100 Black Men of Charleston, the Charleston Lawyers Club, the Charleston County Bar Association, and the Beta Kappa Lambda Chapter of Alpha Phi Alpha Fraternity, Inc., to be held on January 20, 2000, to recognize his outstanding achievements.

Be it further resolved that a copy of this resolution be presented to the Honorable Richard E. Fields.
