 FRANCES B. MARSHALL OF BELTON, THE SECOND WOMAN TO EVER SERVE ON THE BELTON
 CITY COUNCIL.

TO EXTEND THE DEEPEST SYMPATHY OF THE MEMBERS OF THE GENERAL ASSEMBLY OF THE STATE OF SOUTH CAROLINA TO THE FAMILY AND FRIENDS OF FRANCES B. MARSHALL OF BELTON, THE SECOND WOMAN TO EVER SERVE ON THE BELTON CITY COUNCIL.

Whereas, the members of the General Assembly were saddened to learn of the death of Frances B. Marshall of Belton in Anderson County on March 4,1999 at the age of eighty; and

Whereas, born in Pickens County, she was the daughter of the late Albert Frank and Annie Pearl Ballentine; and

Whereas, she was a graduate of Greenville High School in 1936 and of the Women's College of Furman University in 1940; and

Whereas, Mrs. Marshall was the widow of James Wideman "Buck" Marshal and she is survived by her daughter and son-in-law, Ann M. and Michael J. Giese, and her son and daughter-in-law, James W., Jr., and Ann Marshall of Belton as well as five grandchildren, Sally Aiken, Kate Giese, Lane Giese, Shirah Marshall, Jack Marshall, and one grandson-in-law, Jody Aiken; and

Whereas, Mrs. Marshall was the second woman ever elected to the Belton City Council, serving two terms from 1986 to 1990; and

Whereas, among her numerous community service contributions was time spent volunteering for the Meals on Wheels program, Shiphrah, LINC, and the Anderson County Literacy Association; and

Whereas, the Shiphrah program is a home for troubled teenage girls in Belton and the LINC program is a cooperative program that joins senior citizens and community youth in programs and projects in and out of school; these activities indicate that Mrs. Marshall made time in her busy schedule to help people of all ages; and

Whereas, she was honored for all of her positive contributions to the community by being named the Anderson County's Volunteer of the Year in 1996; and

Whereas, she was a long time active member of the First Baptist Church of Belton and taught Sunday school in the young women's class for many years; and

Whereas, Mrs. Marshall's death represents a tremendous loss to Anderson County and the State of South Carolina, and we want the members of her family and many friends to know that they are in our thoughts and prayers during this difficult time. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly of the State of South Carolina extend their deepest sympathy to the family and many friends of Frances B. Marshall of Belton in Anderson County.

Be it further resolved that a copy of this resolution be forwarded to the family of Frances B. Marshall.
