CONGRATULATING, HONORING, AND RECOGNIZING E. MCLEOD SINGLETARY, ESQUIRE, ONE OF SOUTH CAROLINA'S MOST DISTINGUISHED ATTORNEYS, UPON HIS ARRIVING AT THE AGE OF FOUR SCORE YEARS, AND FOR HIS OUTSTANDING ACHIEVEMENTS AND CONTRIBUTIONS AND HIS DEDICATED AND DISTINGUISHED LEADERSHIP SERVICE TO THE CITY OF COLUMBIA, THE COUNTY OF RICHLAND, THE STATE OF SOUTH CAROLINA, AND THE UNITED STATES OF AMERICA.

Whereas, E. McLeod Singletary, Esquire, of Columbia, one of South Carolina's most distinguished attorneys, was born on June 12, 1919, in Bishopville, Lee County, South Carolina, the son of Attorney Robert H. Singletary and Ila McLeod Singletary; and

Whereas, E. McLeod Singletary, known as Mac Singletary, was at birth named Eaddy McLeod Singletary; and

Whereas, Mac Singletary graduated in 1936 from Bishopville High School and matriculated to the University of South Carolina; and

Whereas, in 1940, Mac Singletary graduated from the University of South Carolina with an A.B. degree, having achieved a remarkable record of leadership service as president of Blue Key leadership fraternity; President of Kappa Sigma Kappa service fraternity; President of Kappa Sigma Social fraternity; Business Manager of the USC Annual, the Garnet and Black; and having been inducted into Who's Who in American Colleges and Universities; and

Whereas, in 1940, Mac Singletary became a student at the Law School of the University of South Carolina, but World War II intervened and in 1942, he entered the United States Army, from which he was honorably discharged in 1946; he thereafter continued his military career through service in the United States Army Reserve and in due course was promoted to the rank of Colonel; and

Whereas, following World War II, Mac Singletary returned to USC Law School and graduated in 1947 with an LL.B. degree and was admitted to the South Carolina Bar in 1947; and

Whereas, in 1947, E. McLeod Singletary, Esquire, became associated in the general practice of law in Columbia with State Senator Yancey A. McLeod, and soon thereafter McLeod and Singletary, Attorneys at Law, was established; and

Whereas, Mac Singletary, for the years 1950 through 1961, served as a Staff Counsel for Legislative Council of the General Assembly during its annual sessions; and

Whereas, Mac Singletary, in 1972, became a partner in the law firm of McNair, Konduros, Corley, Singletary, and Dibble, the law firm founded by former Governor Robert E. McNair, which has become one of South Carolina's premier legal institutions, now known as the McNair Law Firm; and

Whereas, in 1972-1973, Mac Singletary served as President of the Richland County Bar Association, South Carolina's largest local bar association, whose membership comprises approximately one-fourth of the lawyers practicing in South Carolina; and

Whereas, in 1972-1974, Mac Singletary served Coker College as a Member of its Board of Visitors; and

Whereas, in 1972, Colonel E. McLeod Singletary retired from the Judge Advocate General's Corps, United States Army Reserve, following a tour of duty as commanding Officer of Headquarters 12th JAG Detachment, a prominent military justice organization located in Columbia, South Carolina with detachments in four other states: Alabama, Georgia, North Carolina, and Tennessee; and

Whereas, from 1973-1976, Chairman Mac Singletary served with distinction as Chair of the South Carolina Aeronautics Commission, having had a decade-long tenure as a member of the Aeronautics Commission from 1967 to 1977; and

Whereas, President Mac Singletary, in 1979, served as president of the University of South Carolina Alumni Association; and

Whereas, Mac Singletary has been a noted churchman at Eastminster Presbyterian Church of Columbia, having served as a Deacon, Elder, Clerk of Session, and Sunday School teacher; and

Whereas, this distinguished South Carolinian is married to the former Virginia Anne Buckner, a native of Asheville, North Carolina; and this charming couple has contributed immensely to the professional, cultural, and social life of the City of Columbia; and

Whereas, E. McLeod Singletary, Esquire, has been an outstanding lawyer and public servant; he has meant much to his city, his county, his State, and his nation; we are delighted to have the opportunity to recognize him on his 80th birthday which was celebrated with a party in his honor on Saturday, June 5, 1999, at Forest Lake Country Club. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the General Assembly of the State of South Carolina, by this resolution, congratulates, honors, and recognizes E. McLeod Singletary, Esquire, upon the celebration of his eightieth birthday on June 12, 1999; for his outstanding achievements and contributions; and for his dedicated and distinguished leadership service to the City of Columbia, the County of Richland, the State of South Carolina, and the United States of America.

Be it further resolved that a copy of this resolution be forwarded to E. McLeod Singletary, Esquire.
