 SENATE TO THE FAMILY AND MANY FRIENDS OF BILLY D. HAYES WHO PASSED AWAY
 JANUARY 29, 2002, AND TO RECOGNIZE AND COMMEND HIS MANY ACCOMPLISHMENTS AND
 YEARS OF OUTSTANDING LEADERSHIP AND PUBLIC SERVICE.

TO EXPRESS THE SINCERE SYMPATHY OF THE MEMBERS OF THE SENATE TO THE FAMILY AND MANY FRIENDS OF BILLY D. HAYES WHO PASSED AWAY JANUARY 29, 2002, AND TO RECOGNIZE AND COMMEND HIS MANY ACCOMPLISHMENTS AND YEARS OF OUTSTANDING LEADERSHIP AND PUBLIC SERVICE.

Whereas, the members of the South Carolina Senate were deeply saddened to learn of the death of Billy D. Hayes, born September 3, 1920, a native of York County and a true leader and servant, who passed away January 29, 2002; and

Whereas, Mr. Hayes was held in high regard and greatly admired by all who knew him; and

Whereas, Mr. Hayes' life of tremendous leadership and public service was first marked when he served the United States in Italy as a bomber pilot in World War II, receiving the Air Medal with Oak Leaf Clusters and the Distinguished Flying Cross; and

Whereas, Mr. Hayes returned to South Carolina from his distinguished military service and studied law at the University of South Carolina, where he was president of the law school student body; and

Whereas, Mr. Hayes married his high school sweetheart and after his military service and law school education, settled in the Rock Hill community to raise his family and work; and

Whereas, Mr. Hayes continued his impressive record of leadership and service in the Rock Hill community as an attorney and a businessman; as a municipal judge from 1958 to 1966; as a state legislator from 1951 to 1954; as a past president of the Rock Hill Chamber of Commerce, the York County Bar Association, the Rock Hill Optimist Club, the Rock Hill Chapter of the American Red Cross, and the United Fund Board; as a member of the Salvation Army Advisory Board and the YMCA Board; as a military officer; as a member of various legal, civic and community associations; as a member of the S.C. Highway Commission; and as an elder, schoolteacher, and representative of First Presbyterian Church, where he was a member since 1931; and

Whereas, it is appropriate to recognize some of Mr. Hayes' many accomplishments because they are a testament to his persistent determination to make a difference and are only a suggestion of the untold difference he truly made; and

Whereas, Mr. Hayes' life is a great example of leadership and service for all South Carolinians to remember and appreciate. Now, therefore,

Be it resolved by the Senate:

That the members of the Senate of the State of South Carolina express their deep sympathy to Mr. Hayes' wife, Marcene Baker; his son, the Rev. Dr. William Calvin Hayes; his daughters, Olivia Hayes Williams and Alexa Hayes Spratt; his four grandchildren; his great-grandchild; and the rest of his family and many friends.

Be it further resolved that a copy of this resolution be forwarded to Mrs. Marcene Baker Hayes.
