A CONCURRENT RESOLUTION

TO EXPRESS THE PROFOUND SORROW OF THE MEMBERS OF THE SOUTH CAROLINA GENERAL ASSEMBLY UPON THE DEATH OF WILLIAM RIPLEY "BILL" BALLOU, SR., OF COLUMBIA AND TO EXTEND DEEPEST SYMPATHY TO HIS FAMILY AND MANY FRIENDS.

Whereas, the members of the South Carolina General Assembly were deeply saddened to learn of the death of William Ripley "Bill" Ballou, Sr., on Sunday, April 8, 2001; and

Whereas, Mr. Ballou was born in Spokane, Washington on July 30, 1927, the son of the late Emily Barnes Smith and Charles Nicholas Senn Ballou. He was a graduate of the University of Maryland and received masters' degrees from Georgetown University and Georgia Institute of Technology; and

Whereas, he served with distinction in the United States Army, enlisting as a private at age seventeen in 1945. During his career he was stationed throughout Europe, the Middle East, Korea, and Japan. He concluded his career at the Pentagon, retiring in 1971 as a full Colonel, and his military service contributed to the Ballou family's one hundred twenty years of continuous service in the United States Army; and

Whereas, Bill Ballou was a devoted, passionate public servant helping meet the basic needs of many Columbia residents through his position as Director of the Columbia Housing Authority, which he held for thirteen years until his retirement in 1990, and as the Director of Centerplace, a day shelter for the homeless; and

Whereas, after retirement he continued as a very active, outstanding civic and community leader, giving tirelessly of his time and talents to numerous organizations in Columbia and the Midlands as well as across the State; and

Whereas, Bill Ballou was known and loved for his generosity, kindness, and love of his fellow man. His public spiritedness was recognized through many awards and honors bestowed upon him by many organizations, among them the Sertoma Service to Mankind Award, the 1990 Colonel Taylor Humanitarian Award, and the 1998 Harvest Hope Food Bank Volunteer Award, and the Order of the Palmetto; and

Whereas, he was a devout Catholic and a faithful member of St. Joseph's Catholic Church, serving in many capacities including as a member of the Cardinal Newman High School Board; and

Whereas, Mr. Ballou was the loving husband of Mary Gerard Leffelman Ballou, his wife of fifty years, and the proud father of ten sons and twenty-five grandchildren, of which a son and grandson predeceased him; and

Whereas, with the death of this fine man, devout Christian, and dedicated community leader, Bill Ballou will be greatly missed and fondly remembered by the people of Columbia, the Midlands, and the State of South Carolina, but his legacy of service, kindness, and compassion will long be remembered; and

Whereas, it is most fitting for the General Assembly of the State of South Carolina to pause in their deliberations to recognize the distinguished career and contributions of this prominent public servant, William Ripley "Bill" Ballou. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the South Carolina General Assembly, by this resolution, express their profound sorrow upon the death of William Ripley "Bill" Ballou, Sr., of Columbia and extend their deepest sympathy to his family and many friends.

Be it further resolved that a copy of this resolution be forwarded to the family of Mr. William Ripley "Bill" Ballou, Sr.
