A CONCURRENT
RESOLUTION
TO URGE ALL CITIZENS OF SOUTH CAROLINA TO STOP
BREEDING IMMEDIATELY THEIR DOGS AND CATS FOR ONE
YEAR TO ATTEMPT TO ADDRESS THE PET OVERPOPULATION
PROBLEM IN SOUTH CAROLINA.
Whereas, a critical pet overpopulation problem exists in South Carolina;
and
Whereas, there are not enough good homes for all the dogs and cats born
each year; and
Whereas, too many animals are homeless in our State and suffer because
they lack adequate shelter, food, and veterinary care; and
Whereas, our local animal control and shelter facilities are forced to
euthanize too many animals each year; and
Whereas, handling animal control problems is one of the most common
and time-consuming tasks confronting local governments as well as a
serious drain on financial resources; and
Whereas, our local animal control and shelter facilities are to be
commended for their continuing efforts to address the pet
overpopulation problem; and
Whereas, because of the current surplus numbers of animals, every litter
of puppies and kittens born contributes to the pet overpopulation
problem; and
Whereas, shelter adoptions, euthanasia, education of citizens, and other
efforts have not solved adequately the pet overpopulation problem; and
Whereas, the cause of the pet overpopulation problem is the breeding of
dogs and cats, whether deliberate or accidental; and
Whereas, a solution to the pet overpopulation problem is to stop
temporarily the breeding of dogs and cats; and
Whereas, a reduction in the number of stray dogs and cats in
communities will less the burden on local governments and save tax
dollars. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the General Assembly urge all citizens of South
Carolina to stop breeding immediately their dogs and cats for one year
to attempt to address the pet overpopulation problem in South Carolina.
