SECTION 4. If any district created by this act, which has been approved by the United States Department of Justice pursuant to the Federal Voting Rights Act of 1965, has no resident who is a present member of the board, a special election must be held in the manner provided by law for the election of a member of the board from that district for an initial term to commence the Monday next following the election and to expire in 1990. Commencing with the general election of 1990, the member from that district must be elected for a term of four years.
