 A HOUSE RESOLUTION TO CONGRATULATE INVESTIGATOR JAMES EDWARD ALLEN, JR., UPON
 BEING NAMED MYRTLE BEACH POLICE OFFICER OF THE YEAR FOR 2004 AND TO COMMEND
 HIM FOR BEING AN OUTSTANDING LAW ENFORCEMENT OFFICER AND AN ASSET TO HIS
 COMMUNITY AND STATE.

TO CONGRATULATE INVESTIGATOR JAMES EDWARD ALLEN, JR., UPON BEING NAMED MYRTLE BEACH POLICE OFFICER OF THE YEAR FOR 2004 AND TO COMMEND HIM FOR BEING AN OUTSTANDING LAW ENFORCEMENT OFFICER AND AN ASSET TO HIS COMMUNITY AND STATE.

Whereas, the members of the House of Representatives are pleased to learn that Investigator James Edward Allen, Jr., has been named Rotary Club of Myrtle Beach Officer Joe McGarry Memorial Police Officer of the Year for 2004; and

Whereas, the award recognizes the outstanding performance of a police officer, honoring the memory of the courage and dedication of the late Officer Joe McGarry who was killed in the line of duty December 29, 2002; and

Whereas, Investigator Allen has been employed by the Myrtle Beach Police Department since March 1992, and currently is assigned as a supervisor in the Traffic Section and also is assigned to the Motorcycle Unit; and

Whereas, he was born in Indianapolis, Indiana, and now resides in Conway with his wife, Carol Allen, who is a Corporal with the Myrtle Beach Police Department assigned to the Crime Scene Unit; and

Whereas, from 1986 to 1989, he served his country with honor and distinction as a member of the United States Army; and

Whereas, Investigator Allen is an IPTM Police Motorcycle Instructor, holds numerous specialized training and instructor certificates, and is a member of the Blue Knights Motorcycle Club; and

Whereas, it is obvious that James Allen has a genuine love for his career, and is dedicated to making Myrtle Beach a safe and secure community; and

Whereas, the members of the House of Representatives, by this resolution, would like to publicly recognize and commend this outstanding officer upon his receipt of this truly deserved award. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives congratulate Investigator James Edward Allen, Jr., upon being named Myrtle Beach Police Officer of the Year for 2004 and commend him for being an outstanding law enforcement officer and an asset to his community and State.

Be it further resolved that a copy of this resolution be forwarded to Investigator James Edward Allen, Jr.
