A CONCURRENT RESOLUTION
TO COMMEND MRS. CARRIE WHIPPER OF NORTH
CHARLESTON FOR HER COURAGE AND COMPASSION IN
HER DANGEROUS RESCUE OF AN ABANDONED WOMAN
AND CHILDREN.
Whereas, Mrs. Carrie Whipper, wife of South Carolina
Representative Seth Whipper of North Charleston, spotted a woman
standing in the emergency lane of the Don N. Holt Bridge on
Interstate 526, fearfully cowering over two young girls; and
Whereas, Mrs. Whipper stopped her own car on the bridge and
backed up along the emergency lane to help the three stranded and
frightened people; and
Whereas, she learned that the woman's fiance had been drinking and
had put her and her young daughters out of his car, abandoning them
on the interstate bridge in heavy Saturday afternoon traffic; and
Whereas, as Mrs. Whipper helped them off the bridge and into her
car the woman's enraged fiance returned to the scene; and
Whereas, he chased the Whipper vehicle and rammed it with his own
car; and
Whereas, the force of the collision sent Mrs. Whipper's car with its
five occupants careening on two wheels into the side of the bridge
and then ricocheting off across two lanes of traffic and crashing into
the center divider; and
Whereas, Mrs. Whipper, her daughter, and the fortunate strangers she
undertook to assist all escaped injury; and
Whereas, the woman's fiance was later jailed on five counts of
assault and battery with intent to kill; and
Whereas, Mrs. Whipper's selfless actions are examples to us all of
the mandate, "Love Thy Neighbor"; and
Whereas, her courage and compassion deserve our attention and our
appreciation. Now, therefore,
Be it resolved by the House of Representatives, the Senate
concurring:
That the members of the General Assembly commend Mrs. Carrie
Whipper of North Charleston for her courage and compassion in her
dangerous rescue of an abandoned woman and her children.
Be it further resolved that a copy of this resolution be forwarded to
Mrs. Whipper.
