The State Department of Education records indicate there are approximately 48,000 teachers within the public school system. Therefore, the cost of implementing the requirements of this bill can be estimated at $4,800,000 (48,000 X $100). Since this legislation does not specify a funding source for implementation, the eventual impact on the General Fund of the State is dependent on the actions of the General Assembly.

A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-25-65 SO AS TO PROVIDE THAT ALL CERTIFIED TEACHERS WHO ARE EMPLOYED BY A SCHOOL DISTRICT TO TEACH IN THE CLASSROOM SHALL RECEIVE ONE HUNDRED DOLLARS EACH SCHOOL YEAR TO OFFSET EXPENSES INCURRED BY THEM FOR TEACHING SUPPLIES AND MATERIALS DIRECTLY RELATED TO THE EDUCATION OF THE STUDENTS.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. The 1976 Code is amended by adding:

"Section 59-25-65. All certified teachers who are employed by a school district to teach in the classroom shall receive one hundred dollars each school year to offset expenses incurred by them for teaching supplies and materials directly related to the education of the students. The Department of Education shall forward these funds to each school district no later than September fifteenth of each school year. School districts must disburse these funds to the classroom teachers within one month of receipt from the Department of Education."

SECTION 2. This act takes effect upon approval by the Governor.
