 A CONCURRENT RESOLUTION TO COMMEND LARRY L. PALMER, UNITED STATES AMBASSADOR
 TO THE REPUBLIC OF HONDURAS, FOR HIS DISTINGUISHED CAREER AND MANY YEARS OF
 SERVICE TO HIS COUNTRY.

TO COMMEND LARRY L. PALMER, UNITED STATES AMBASSADOR TO THE REPUBLIC OF HONDURAS, FOR HIS DISTINGUISHED CAREER AND MANY YEARS OF SERVICE TO HIS COUNTRY.

Whereas, Larry L. Palmer was born in Augusta, Georgia; and

Whereas, he graduated from Emory University with a Bachelor's of Arts degree in 1970, and went on to complete his graduate training at Texas Southern University and Indiana University Bloomington; and

Whereas, Ambassador Palmer is married to Lucille Saundle Palmer, and they have one son Vincent; and

Whereas, he was sworn in as United States Ambassador to the Republic of Honduras on September 9, 2002; and

Whereas, before his appointment, Ambassador Palmer enjoyed an extensive and varied career in education; and

Whereas, he served as Assistant Director of Financial Aid at the University of Virginia from 1973 to 1974, as a Professor of History at Cuttington College in Suakoko, Liberia, from 1974 to 1976, and at Wake Forest University from 1978 to 1981; and

Whereas, Ambassador Palmer entered the Foreign Service in 1982. He served as Vice Consul in the Dominican Republic from 1982 to 1984, and then as Personnel Officer in Montevideo, Uruguay, and Asuncion, Paraguay, from 1984 to 1986. He worked in the State Department as Staff Assistant to the Assistant Secretary for African Affairs from 1986 to 1987 and then served as Counselor for Administration in Freetown, Sierra Leone, from 1987 to 1989; and

Whereas, in 1989, he became a Pearson Fellow, serving as Assistant to the President of the University of Texas at El Paso. In this position he sought to advance the North American Free Trade Agreement, create faculty and student exchange opportunities in universities throughout Mexico, and served as University consultant for International Affairs; and

Whereas, after two years as a Pearson Fellow, Ambassador Palmer left to serve as Personnel Officer in Seoul, Korea, from 1991 to 1994, and later served as Counselor for Administration in the Dominican Republic from 1994 to 1998; and

Whereas, from 1998 to 1999, he attended the Senior Seminar. Later in August 1999, he served as Deputy Chief of Mission at the American Embassy in Quito, Ecuador, where he also served as Chargé d'Affaires ad interim from July 2001 until July 2002; and

Whereas, the members of the General Assembly would like to thank Ambassador Palmer for his extensive contributions in education and the Foreign Service. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly commend Larry L. Palmer, United States Ambassador to the Republic of Honduras, for his distinguished career and many years of service to his country.
