I.E. Lourie, H. Rubin and A.M. Sanders
A Bill to amend Chapter 13, Title 9, Code of Laws of South Carolina, 1976,
relating to Firemen's Pension Funds in cities, in the following particulars;
amend Section 9-13-10, so as to make chapter applicable to cities of fourteen
thousand to twenty thousand population, 1930, census, and to cities of thirty
thousand to sixty thousand polulation, 1950 census, amend Section 9-13-20 so
as to alter the composition of the Board of Trustees or such pension funds and
to provide for certain terms of office; amend Section 9-13-40 to authorize
additional benefits wherepension funds are sufficiently large; amend Section
9-13-50 to authorize additional investments of pension funds; amend Section
9-13-60 to provide flexibility as to what banks may be used as a depository
for pension funds; amend Section 9-13-80 to increase the sources of monies to
include all funds derived from foreign insurance companies remitted through
the State Insurance Commission and funds from assessment against firemen's
salaries as voted by such firemen; amend Section 9-13-150 to authorize
pensions in excess of one hundred dollars per month upon retirement after
twenty-five years of service; amend Section 9-13-160 to authorize retirement
of any fireman who by reason of his service becomes permanently unable to
perform his accustomed tasks; amend Section 9-13-170 to authorize payment to
retired or disabled firemen pursuant to Board of Trustee Regulation not to be
less than one hundred dollars; amend Section 9-13-190 to authorize funeral
benefits as set by pension fund regulation; to amend the Code of Laws of South
Carolina, 1976, by adding Section 9-13-45 so as to require an actuary to make
an annual valuation of the assets and liabilities of the Firemen's Pension
System; and to repeal Act 193 of 1949, relating to Firemen's Pension Funds in
the City of Columbia.
