 A SENATE RESOLUTION TO COMMEND THE AMERICAN PUBLIC POLICY ALLIANCE FOR ITS
 FINE WORK TO PROMOTE THE BELIEF THAT THE UNITED STATES CONSTITUTION AND THE
 SOUTH CAROLINA CONSTITUTION TOGETHER FORM THE BASIS OF THE PRIMARY LAW OF THE
 CITIZENS OF SOUTH CAROLINA.

TO COMMEND THE AMERICAN PUBLIC POLICY ALLIANCE FOR ITS FINE WORK TO PROMOTE THE BELIEF THAT THE UNITED STATES CONSTITUTION AND THE SOUTH CAROLINA CONSTITUTION TOGETHER FORM THE BASIS OF THE PRIMARY LAW OF THE CITIZENS OF SOUTH CAROLINA.

Whereas, the American Public Policy Alliance (APPA) promotes the belief that the United States Constitution, a document that established "a government of the people, by the people, and for the people," and the South Carolina Constitution, a document formed to mirror, echo, and reinforce the United States Constitution, together form the basis of the primary law of the citizens of South Carolina, who are also citizens of the United States; and

Whereas, the APPA has brought attention to the concern that foreign laws and legal doctrines are increasingly being invoked in American court cases; and

Whereas, the APPA, a non-partisan advocacy organization dedicated to government transparency, government accountability, and the constitutionality of United States and state laws and policies, is working with legislators nationwide on policies and initiatives; and

Whereas, along with allied organizations, APPA is working to defend free speech, preserve and promote human rights, maintain the sanctity of our United States and state constitutions, and aid and promote public safety; and

Whereas, as part of its outstanding work, the APPA has taken a firm stand against foreign encroachment on our American liberties; and

Whereas, the APPA has cautioned:

(1)    that invoking foreign law, particularly in family law cases, has frequently been used in attempts to circumvent local, state, or federal law by using foreign laws that do not recognize the constitutional rights and liberties of American citizens;

(2)    that invoking foreign law is and has been a means of attempting to impose a foreign agenda on the American people by circumventing the United States Constitution and state constitutions;

(3)    that the potential impact of considering foreign laws and legal doctrines in American courts on the liberty of ordinary American citizens is as profound as it is dismaying; and

(4)    that the embracing of foreign legal systems, particularly those inherently hostile to our constitutional liberties, is a violation of the principles on which our nation was founded; and

Whereas, APPA's core message is that American constitutional rights must be preserved in order to preserve and protect unique American values of liberty and freedom; and

Whereas, the APPA works tirelessly to ensure that state legislatures must never take American values of liberty and freedom for granted. Now, therefore,

Be it resolved by the Senate:

That the members of the Senate, by this resolution, commend the American Public Policy Alliance for its fine work to promote the belief that the United States Constitution and the South Carolina Constitution together form the basis of the primary law of the citizens of South Carolina.

Be it further resolved that a copy of this resolution be forwarded to the American Public Policy Alliance.
