 A Bill to amend Chapter 3 of Title 8, Code of Laws of South Carolina, 1976,
 relating to ethical practices of public officers and employees, by adding
 Section 8-13-465, so as to prohibit public officials, public employees, and
 lobbyists being paid with public monies from lobbying inside the State House
 during certain hours, and to provide penalties.
