 A Joint Resolution proposing an amendment to Section 36 of Article III of the
 Constitution of South Carolina, 1895, relating to State General Fund Budgets
 and the State Reserve Fund, so as to reduce the State Reserve Fund from five
 to three percent of the General Fund Revenue not to exceed sixty million
 dollars and to provide procedures to control the expenditure of surplus funds.
