 A Bill to amend Sections 46-3-110, 47-13-400 and 47-13-420, Code of Laws of
 South Carolina, 1976, relating to monies derived from sale of inoculating
 materials and expenses involving appraisers of animals to be killed, so as to
 delete the requirement that sums derived from sale of inoculating materials
 shall be deposited daily in a bank and transmitted monthly to the State
 Treasurer and to provide that appraisers' expenses shall be paid by Clemson
 University instead of the Comptroller General.

AN ACT TO AMEND SECTIONS 46-3-110, 47-13-400, AND 47-13-420, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO MONIES DERIVED FROM SALE OF INOCULATING MATERIALS AND EXPENSES INVOLVING APPRAISERS OF ANIMALS TO BE KILLED, SO AS TO DELETE THE REQUIREMENT THAT SUMS DERIVED FROM SALE OF INOCULATING MATERIALS SHALL BE DEPOSITED DAILY IN A BANK AND TRANSMITTED MONTHLY TO THE STATE TREASURER AND TO PROVIDE THAT APPRAISERS' EXPENSES SHALL BE PAID BY CLEMSON UNIVERSITY INSTEAD OF THE COMPTROLLER GENERAL.

Be it enacted by the General Assembly of the State of South Carolina:

Commissioner to keep accounts

Section 1. Section 46-3-110 of the 1976 Code is amended to read:

"Section 46-3-110. In the event that the material is manufactured in the laboratories of the Department of Agriculture, the Commissioner shall receive and keep current accounts of all sums derived from the sale of the material at cost and deposit such sums in the State Treasury to the credit of the general fund of the State."

Appraisements

Section 2. Section 47-13-400 of the 1976 Code is amended by striking beginning on line four "transmitted to the Comptroller General, who shall draw a warrant on the State Treasurer for the amount thereof" and inserting "paid from annual appropriations to Clemson University". When amended the section shall read:

"Section 47-13-400. Appraisements made under Section 47-13-360 and 47-13-390 shall be in writing and shall be signed by the appraisers and certified by the local board of health and the State Veterinarian, respectively; these appraisements shall be paid from annual appropriations to Clemson University."

Appraisers' expenses

Section 3. Section 47-13-420 of the 1976 Code is amended to read:

"Section 47-13-420. The expert appointed by the State Veterinarian to assist in appraising animals, in cases of protest, shall receive from the State five dollars per day and traveling expenses while on actual duty. An itemized bill of expenses of this veterinarian, certified by the local board of health shall be transmitted to the State Veterinarian. Upon certification by the State Veterinarian the bill shall be paid from annual appropriations to Clemson University.

Time effective

Section 4. This act shall take effect upon the approval by the Governor.
