 A Bill to amend Article 5 of Chapter 41 of Title 40, Code of Laws of South
 Carolina, 1976, relating to fortunetellers, by amending Section 40-41-310, and
 by adding Sections 40-31-320, 40-31-330 and 40-31-340, so as to regulate
 astrology, clairvoyancy, fortunetelling, palmistry, phrenology, root medicine,
 and other such forms of prophecy and mysticism, when practiced as a business,
 to create a citizens security fund, and to provide penalties.
