A Joint Resolution proposing an amendment to Article 1 of the Constitution of
South Carolina, 1895, relating to declaration of rights, by adding Section 24
so as to provide that a victim of crime must, as a matter of right, be treated
by agents of the State with dignity, respect, and sensitivity during all
phases of the criminal justice process, by adding Section 25 so as to provide
that a victim of crime is entitled to receive, from the perpetrator of the
crime, financial compensation for any injury or loss caused by the perpetrator
of the crime, and shall receive such other compensation as the State may
provide, and by adding Section 26 so as to provide that before sentencing, a
victim shall have the right to address the court regarding the impact of crime
which the perpetrator's conduct has had upon the victim.
