 Carolina, 1895, relating to the Judicial Department, by adding Section 29 so
 as to provide for the General Assembly to establish a Nominating Commission in
 addition to the qualifications for Circuit Court and Court of Appeals judges,
 and Supreme Court justices contained in this Article and for its duties.
