 A Bill to amend Section 56-1-720, Code of Laws of South Carolina, 1976,
 relating to the establishment of the point system for the evaluation of the
 operating record of persons to whom a license to operate a motor vehicle has
 been granted, so as to provide that, except for reckless driving, passing a
 stopped school bus, and hit and run, property damages only, the point value of
 each violation established in this Section is one-half the assigned value for
 a first offense in categories of violation and to provide a procedure by which
 the one-half value may be attained at the end of a five-year period from the
 time of a violation listed in the point schedule.
