Explanation of Fiscal Impact

Introduced on January 11, 2017

State Expenditure

This bill creates a committee to study whether it is in the public interest for the Department of Health and Environmental Control (DHEC) to establish a shingles vaccination program for individuals sixty years or older. The committee will consist of seven members assisted by staff from the Senate and House of Representatives. The committee's responsibilities consist of analyzing the costs and benefits of offering the shingles program and the feasibility of offering the vaccine at local DHEC public health offices and through local pharmacies. The committee shall provide a report to the General Assembly by December 31, 2017, at which point the committee will dissolve. Members of the committee shall serve without mileage, per diem, or substance. Therefore, we expect the bill would have no expenditure impact on the general fund, federal funds, or other funds.

TO CREATE THE "SHINGLES VACCINATION STUDY COMMITTEE" TO STUDY WHETHER IT IS IN THE PUBLIC INTEREST FOR THE DEPARTMENT OF HEALTH AND ENVIRONMENTAL CONTROL TO ESTABLISH A SHINGLES VACCINATION PROGRAM TO OFFER THE VACCINATION FOR SHINGLES (HERPES ZOSTER) TO CERTAIN PERSONS, TO PROVIDE FOR MEMBERSHIP OF THE STUDY COMMITTEE, TO REQUIRE THE STUDY COMMITTEE TO PREPARE A REPORT FOR THE GENERAL ASSEMBLY, AND TO INCLUDE A SUNSET PROVISION FOR THE STUDY COMMITTEE.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    There is created the Shingles Vaccination Study Committee to study whether it is in the public interest for the Department of Health and Environmental Control (DHEC) to establish a shingles vaccination program to offer the vaccination for shingles (herpes zoster) to individuals sixty years and older, taking into consideration, at a minimum, the costs and benefits of offering the vaccine to the residents of the State, the feasibility of offering the vaccine at local DHEC public health offices and through local pharmacies, and recommendations and guidance of the Centers for Disease Control and Prevention regarding the shingles vaccination. Membership of the study committee shall be comprised of:

(1)    one representative from the South Carolina Department of Health and Environmental Control Division on Health Services, who shall serve as the chairman of the study committee;

(2)    one representative of the South Carolina Medical Association, appointed by the Governor;

(3)    one representative of the University of South Carolina's Arnold School of Public Health, appointed by the Governor;

(4)    one representative of the South Carolina Pharmacy Association, appointed by the Governor;

(5)    one representative of the University of South Carolina College of Pharmacy, appointed by the Governor;

(6)    one member of the House of Representatives Medical, Military, Public and Municipal Affairs Committee, appointed by that committee's chair; and

(7)    one member of the Senate Medical Affairs Committee, appointed by that committee's chairman.

Staff from the Senate and the House of Representatives shall assist the study committee. The study committee shall provide a report to the General Assembly by December 31, 2017, at which time the study committee shall dissolve. Members of the study committee shall serve without mileage, per diem, or subsistence.

SECTION    2.    This joint resolution takes effect upon approval by the Governor.
