A CONCURRENT RESOLUTION

TO COMMEND MS. MARCI ANDINO, EXECUTIVE DIRECTOR OF THE SOUTH CAROLINA ELECTION COMMISSION, FOR ASSISTING THE GENERAL ASSEMBLY WITH THE DRAFTING AND ADOPTING OF LEGISLATION THAT COMPLIES WITH THE MANDATES OF THE UNITED STATES CONGRESS' HELP AMERICA VOTE ACT, AND TO MAKE SOUTH CAROLINA A PreviousNATIONALNext LEADER IN THE AREAS OF VOTER REGISTRATION AND CONDUCTING FAIR AND IMPARTIAL ELECTIONS.

Whereas, Ms. Marci Andino earned a Bachelor of Science degree in Business Administration from Limestone College in 1989, a Masters degree in Computer and Information Resource Management from Webster University in 1991, and is a 1998 graduate of the South Carolina State Budget and Control Board's Executive Institute; and

Whereas, she is a member of the Executive Board of the PreviousNationalNext Association of State Election Directors, and the Standards Board of the Election Assistance Commission; and

Whereas, since 2003, she has been employed as the Executive Director of the South Carolina Election Commission and serves as the state's chief election official where she oversees the conduct of elections and voter registration; and

Whereas, as executive director, she assisted the Honorable John Scott, member of the South Carolina House of Representatives, in drafting and successfully passing an Act of the South Carolina General Assembly to comply with the United States Congress' Help America Vote Act; and

Whereas, the Help America Vote Act provides federal funding for elections and requires each state to prepare a plan outlining how the funds will be used to improve election administration, provide education, and replace outdated voting technologies. It also requires each state's election director to administer the plan; and

Whereas, under Ms. Andino's leadership: South Carolina has been recognized as a PreviousnationalNext leader in the areas of voter registration and conducting fair and impartial elections; electionline.org has touted South Carolina as "ahead of most states" in the implementation of the Help America Vote Act; South Carolina was the first state to use a statewide database to maintain records of registered voters; South Carolina has implemented the "Every Vote Matters Every Vote Counts" education and outreach initiative to educate voters on voter registration, absentee voting, and use of the electronic voting system; and South Carolina has implemented a statewide uniform electronic voting system throughout the state; and

Whereas, it is fitting and proper for the General Assembly to pause in its deliberations to recognize Ms. Marci Andino for putting the spotlight on South Carolina for its success in leading the PreviousnationNext in improving voter registration methods and the conduct of elections. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the South Carolina General Assembly, by this resolution, commend Ms. Marci Andino, Executive Director of the South Carolina Election Commission, for assisting the General Assembly with the drafting and adopting of legislation that complies with the mandates of the United States Congress' Help America Vote Act, and to make South Carolina a Previousnational leader in the areas of voter registration and conducting fair and impartial elections.

Be it further resolved that a copy of this resolution be forwarded to Ms. Marci Andino.
