TO RECOGNIZE THE EXTRAORDINARY VISION, SACRIFICE, AND PATRIOTIC COMMUNITY SPIRIT OF THE SOUTH CAROLINA AIR PreviousNATIONALNext GUARD, COLONEL JIM C. CHOW, AND SOUTH CAROLINA NEUROSURGEONS, DR. THOMAS J. HOLBROOK, DR. JOHN STEICHEN, AND DR. THOMAS ANDERSON, WHOSE LEADERSHIP CREATED THE OPPORTUNITY AND CAPABILITY FOR CIVILIAN DOCTORS TO FULFILL THEIR HEARTFELT CALLING TO SERVE THEIR STATE AND PreviousNATIONNext DURING A TIME OF WAR.

Whereas, the sons and daughters of South Carolina are engaged in a great struggle to help free the world from terror; and

Whereas, the country of Iraq has now held free and open elections; and

Whereas, regretfully, in war brave men and women are wounded in battle, and fortunately, our country is blessed with the most advanced medical capabilities in all of the world; and

Whereas, through the visionary leadership, unwavering commitment, and tireless dedication of Colonel Jim C. Chow, State Air Surgeon for the South Carolina Air PreviousNationalNext Guard, an on-going program has been created offering civilian neurosurgeons an opportunity to share their critically needed surgical expertise in the operating rooms at Landstuhl Regional Medical Center, Germany; and

Whereas, Dr. Thomas J. Holbrook, neurosurgeon from Columbia, became the first civilian neurosurgeon to serve at Landstuhl Regional Medical Center; and

Whereas, since December 2004, a total of seven civilian neurosurgeons, including two South Carolinians, Dr. John Steichen and Dr. Thomas Anderson, both of Mount Pleasant, have each served two week surgical tours at Landstuhl treating over fifty-five surgical patients requiring neurosurgical expertise; and

Whereas, the members of the South Carolina Senate also recognize and commend Major General Gerald E. Harmon of the Air PreviousNationalNext Guard, a family practitioner, for sponsoring the helpful and needed initiative for civilian physicians to support the military and deployed locations; and

Whereas, the members of the South Carolina Senate are proud to commend the selfless service of these Palmetto Patriots. Now, therefore,

Be it resolved by the Senate:

That the members of the South Carolina Senate, by this resolution, hereby recognize the extraordinary vision, sacrifice, and patriotic community spirit of the South Carolina Air PreviousNationalNext Guard, Colonel Jim C. Chow, and South Carolina neurosurgeons, Dr. Thomas J. Holbrook, Dr. John Steichen, and Dr. Thomas Anderson, whose leadership created the opportunity and capability for civilian doctors to fulfill their heartfelt calling to serve their State and PreviousNationNext during a time of war.

Be it further resolved that a copy of this resolution be presented to the Adjutant General, the Commander of the South Carolina Air PreviousNational Guard, Colonel Jim C. Chow, Dr. Thomas J. Holbrook, Dr. John Steichen, and Dr. Thomas Anderson.
