A Joint Resolution to appropriate thirty-five thousand dollars to the Division
of Veterans Affairs from 1993-94 surplus revenues to be donated to the Women
in military Service for America Memorial foundation under certain conditions
for the purpose of constructing the Women in Military Service Memorial to be
built at the gateway to Arlington National Cemetery in our Nation's Capitol.

A JOINT RESOLUTION
TO APPROPRIATE THIRTY-FIVE THOUSAND DOLLARS TO
THE DIVISION OF VETERANS AFFAIRS FROM 1993-94
SURPLUS REVENUES TO BE DONATED TO THE WOMEN IN
MILITARY SERVICE FOR AMERICA MEMORIAL
FOUNDATION UNDER CERTAIN CONDITIONS FOR THE
PURPOSE OF CONSTRUCTING THE WOMEN IN MILITARY
SERVICE MEMORIAL TO BE BUILT AT THE GATEWAY TO
ARLINGTON NATIONAL CEMETERY IN OUR NATION'S
CAPITOL.
Be it enacted by the General Assembly of the State of South
Carolina:
SECTION 1. The General Assembly finds:
(1) it is important and fitting for a society to recognize and
honor the contributions of all groups of citizens who have served
this nation;
(2) women in military service both now and throughout the
history of this country have distinguished themselves as dedicated
patriots in the cause of freedom;
(3) the history of the one million eight hundred thousand
women who have served in our military remains largely untold;
(4) efforts are underway to establish a Women in Military
Service for America Memorial at the gateway of Arlington National
Cemetery at our nation's capital;
(5) the memorial will commemorate military women's
dedication, commitment, and sacrifice on behalf of all women
including the seventeen thousand nine hundred women veterans who
live in the State of South Carolina who have taken great pride in
serving our state and country;
(6) the State of South Carolina strongly supports the
establishment of the memorial and the work of the Women in
Military Service for America Memorial Foundation, Inc., the
organization which has undertaken the task of building this
memorial.
SECTION 2. (A) To the extent fiscal year 1993-94 surplus
revenues are available, there is appropriated from the general fund
of the State thirty-five thousand dollars to the Division of Veterans
Affairs to be donated to the Women in Military Service for
America Memorial Foundation, also known as the WIMSA
Memorial Foundation, for the purpose of constructing the Women
in Military Service Memorial to be built at the gateway to Arlington
National Cemetery in Arlington, Virginia. This memorial will pay
tribute to the seventeen thousand nine hundred women veterans who
reside in South Carolina and to the other one million eight hundred
thousand women veterans who have served throughout the history
of our country.
(B) The Director of the Division of Veterans Affairs shall
forward this donation to the WIMSA Memorial Foundation upon
certification by the foundation that sufficient funding has been
pledged to complete the construction of the memorial.
SECTION 3. This act takes effect upon approval by the
Governor.
