A CONCURRENT RESOLUTION

TO URGE THE U.S. ENVIRONMENTAL PROTECTION AGENCY, IN ITS REVIEW OF THE PreviousNATIONALNext AMBIENT AIR QUALITY STANDARD FOR OZONE, TO THOROUGHLY EXAMINE ALL ASPECTS OF THE STANDARD, INCLUDING RETAINING THE EXISTING .12 STANDARD WITH APPROPRIATE REVISIONS, AND TO CAREFULLY EVALUATE THE POTENTIAL INCREMENTAL HEALTH IMPACTS AND ECONOMIC CONSEQUENCES ON STATES, LOCALITIES, SMALL AND LARGE BUSINESSES, AND INDIVIDUAL CITIZENS; TO URGE FURTHER THAT THE STANDARD CHOSEN BY THE ENVIRONMENTAL PROTECTION AGENCY BE REASONABLE AND ACHIEVABLE AND ANY CHANGES LOOKED AT IN THEIR ENTIRETY; AND TO URGE FINALLY THAT THE ENVIRONMENTAL PROTECTION AGENCY IDENTIFY ANY UNFUNDED MANDATES OR OTHER ADMINISTRATIVE BURDENS FOR STATE OR LOCAL GOVERNMENTS OR AGENCIES THAT WOULD DERIVE FROM CHANGES TO THE PreviousNATIONALNext AMBIENT AIR QUALITY STANDARD FOR OZONE.

Whereas, the U.S. Environmental Protection Agency has a responsibility to review periodically the PreviousNationalNext Ambient Air Quality Standard for ozone to determine if it is sufficiently protective of human health; and

Whereas, the Environmental Protection Agency is currently reviewing the PreviousNationalNext Ambient Air Quality Standard for ozone; and

Whereas, the State of South Carolina, through its citizens, its legislative bodies, and regulatory agencies has worked hard to reduce air pollution and to meet clean air requirements; and

Wheres, state agencies would have to devote substantial resources to developing new state implementation plans if the quality standard for ozone is revised. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the General Assembly of the State of South Carolina urges the Environmental Protection Agency, in its review of the PreviousNationalNext Ambient Air Quality Standard for ozone, to thoroughly examine all aspects of the standard, including retaining the existing .12 standard with appropriate revisions, and to carefuly evaluate the potential incremental health impacts and economic consequences on states, localities, small and large businesses, and individual citizens. The standard chosen by the Environmental Protection Agency should be reasonable and achievable and any changes must be looked at in their entirety.

Be it further resolved that the State of South Carolina urges the Environmental Protection Agency to identify any unfunded mandates or other administrative burdens for state or local governments or agencies that would derive from changes to the PreviousNational Ambient Air Quality Standard for ozone.
