A Bill to amend Chapter 27 of Title 46, Code of Laws os South Carolina, 1976,
relating to commercial feeding stuffs, so as to designate the Chapter as the
"South Carolina Commmercial Feed Act"; to define commercial feed, pet and pet
food; to substitute commercial feed for references to commercial feeding
stuffs, commercial feeding stuff, feed stuffs, commercial feed stuff and
feeding stuff; to substitute feed for feeding stuff and container for glass
jar or bottle; to allow the Commissioner of Agriculture to prescribe standard
bag or package weight in certain instances; to provide notice for a hearing
and a hearing if such is requested before cancellation of registration of
commercial feed; to limit the equipment and facilities from which samples may
be taken; to delete a requirement for the payment of tax stamps when
commercial feed is sold at retail in bulk or put in packages belonging to the
purchaser; to delete the authority of the Commissioner to allow parts of the
duties of analysts and chemists to be performed by the South Carolina
Experiment Station; to increase the penalties for convictions of violations
from fifty dollars to two hundred dollars for the first offense and from two
hundred dollars to five hundred dollars for subsequent offenses; to define
permitted analytical variations; to provide penalties against the registrant
or other responsible person for deviation from permitted analytical
variations; and to regulate stock or poultry regulations.-at
