 A Joint Resolution providing an award of two hundred fifty thousand dollars
 for the first person who puts down and brings in a commercial oil or gas well
 in this State which produces at least one hundred barrels of oil, gas liquid
 equivalent, or five hundred forty-two cubic feet of gas a day.
