A JOINT RESOLUTION

TO PROVIDE A NONBINDING REFERENDUM AT THE TIME OF THE 1998 GENERAL ELECTION TO ASCERTAIN THE WISHES OF THE QUALIFIED ELECTORS OF THIS STATE AS TO WHETHER VIDEO POKER PAYOUTS SHOULD BE ALLOWED TO CONTINUE SUBJECT TO STRICT REGULATIONS AND HEAVY TAXATION.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. A statewide nonbinding referendum must be held at the time of the 1998 general election to ascertain the wishes of the qualified electors of this State as to whether video poker payoffs should be allowed to continue subject to strict regulation and heavy taxation. The State Election Commission shall place the question contained in Section 2 on the general election ballot in November 1998. The state election laws shall apply to this referendum, mutatis mutandis. The State Board of Canvassers shall certify the results of the referendum to the Governor, the Speaker of the House, and the President of the Senate.

SECTION 2. The question put before the qualified electors at the 1998 referendum must read as follows:

"Do you favor allowing video poker payouts to continue subject to strict regulation and heavy taxation?

Yes []

No []

Those voting in favor of the question shall deposit a ballot with a check or cross mark in the square after the word 'Yes', and those voting against the question shall deposit a ballot with a check or cross mark in the square after the word 'No'."

SECTION 3. This joint resolution takes effect upon approval by the Governor.
