A BILL
TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 8-1-195 SO AS TO PROVIDE THAT EVERY STATE AGENCY, DEPARTMENT, AND INSTITUTION OF HIGHER LEARNING SHALL SEND A SURVEY TO NONAGENCY RECIPIENTS OF EACH PUBLICATION IT PRODUCES WHERE MORE THAN ONE HUNDRED COPIES ARE DISSEMINATED TO DETERMINE WHETHER OR NOT CERTAIN SAVINGS IN REPRODUCTION AND PRINTING COSTS CAN BE ACHIEVED.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The 1976 Code is amended by adding:
"Section 8-1-195. (A) Every state agency, department, and institution of higher learning shall send a survey to nonagency recipients of each printed booklet, document, report, or other publication it produces where more than one hundred copies are disseminated to determine whether or not:
(1) the electronic distribution of the publications would be an effective means of distribution;
(2) putting the printed publication in one or more central depositories including state and local libraries would provide just as efficient access;
(3) other means of distribution not including providing printed copies thereof would provide an acceptable alternate manner of distribution.
(B) State agencies, departments, and institutions of higher learning shall use the results of the survey for the purpose of reducing their overall printing costs for these publications by twenty percent or more as possible."
SECTION 2. This act takes effect upon approval by the Governor.
