 A Bill to amend Section 16-13-105, Code of Laws of South Carolina, 1976,
 relating to certain definitions concerning shoplifting, so as to substitute
 the term "value" for "full retail value" and provide for a definition; and to
 amend Section 16-13-110, as amended, relating to shoplifting, so as to
 redefine the crime of shoplifting, provide for sentences and require placards
 to be distributed to all retail establishments stating the penalty for
 shoplifting.
