A JOINT RESOLUTION

TO ESTABLISH A COMMITTEE TO STUDY THE FEASIBILITY OF COMBINING THE MAINTENANCE PreviousSHOPNext OPERATIONS OF THE SOUTH CAROLINA DEPARTMENT OF TRANSPORTATION AND STATE DEPARTMENT OF EDUCATION'S SCHOOL BUS MAINTENANCE PreviousSHOPNext, TO PROVIDE FOR THE MEMBERSHIP AND DUTIES OF THE COMMITTEE, AND PROVIDE FOR THE COMMITTEE'S TERMINATION ON THE EARLIER OF THE DATE IT MAKES ITS REPORT AND RECOMMENDATIONS OR OCTOBER 1, 2003.

Amend Title To Conform

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    There is established the Joint Committee to Study Combined Maintenance PreviousShopNext Operations. The committee consists of three members of the Senate, at least one of whom must be a member of the minority party, to serve as ex officio voting members appointed by the President Pro Tempore of the Senate, three members of the House of Representatives, at least one of whom must be a member of the minority party, to serve as ex officio voting members appointed by the Speaker of the House, three members appointed by the Governor, one of whom must be designated by the Governor to serve as chairman, the Chairman of the Commission of the Department of Transportation, or his designee, who shall serve as an ex officio voting member, the Director of the Department of Corrections, or his designee, who shall serve as an ex officio voting member, and the State Superintendent of Education, or her designee, who shall serve as an ex officio voting member. The committee shall meet and study the feasibility of combining the maintenance PreviousshopsNext operated by the South Carolina Department of Transportation and the school bus maintenance Previousshops operated by the State Department of Education. In its study, the committee, in addressing the feasibility issue, must address issues of location, staffing, funding, and disposition of property, and if it finds this combination feasible, to recommend the location for a pilot combination project. Further, the committee shall review the feasibility of assigning maintenance responsibilities to prison industries in whole or in part. In conducting the work, the committee may call on the technical and administrative assistance of the staff of their respective appointing authorities or departments. The committee shall issue a report with its findings and recommendations, if any, no later than October 1, 2003, and forward its report to the Governor and the General Assembly. The joint committee is terminated on the earlier of the date of its report or October 1, 2003.

SECTION    2.    Committee members are not allowed the usual mileage, per diem, and subsistence as provided by law for members of state boards and commissions.

SECTION    3.    This joint resolution takes effect upon approval by the Governor.
