H 2797 General Bill, By M.R. Daniel and T.W. Edwards
 A Bill to amend Section 40-17-130, Code of Laws of South Carolina, 1976,
 relating to the authority of licensed private security personnel to make
 arrests, so as to make such authority optional; to amend the Code by adding
 Section 16-13-131, so as to provide for detention of a suspected shoplifter by
 a merchant, his employee or agent pending further investigation of the crime
 and arrival of an arresting officer; and by adding Section 17-13-31, so as to
 provide for the arrest of a suspected shoplifter upon a merchant's complaint.
