A CONCURRENT RESOLUTION

TO CONGRATULATE MRS. MARY LOUISE RALEY SCOTT OF DARLINGTON COUNTY UPON HER RETIREMENT FROM MORE THAN THREE DECADES OF SERVICE TO THE DISABLED CITIZENS OF SOUTH CAROLINA AND TO WISH HER WELL IN THE YEARS TO COME.

Whereas, Mrs. Mary Louise Raley Scott of Darlington County, Executive Director of the Scott Center, is retiring from a long and illustrious career as a pioneer in providing services to the disabled citizens of South Carolina; and

Whereas, Lou Scott began her special work as director of the Hartsville Area Developmental Center, a kindergarten for mentally challenged children; and

Whereas, from an humble beginning of two clients and a budget of less than three thousand dollars, through the dedication and leadership of Lou Scott and her tireless efforts to involve the entire community, this operation has grown into an organization which has assisted thousands of citizens and provides an array of services to adults and children throughout the Pee Dee region of our State; and

Whereas, Lou Scott spearheaded the incorporation of the Hartsville Area Center for the Mentally Retarded in 1973; organized the funding, property acquisition and construction for a suitable work activity area which was appropriately named "The Scott Center"; and was instrumental in organizing Hartsville Special Housing, Inc., which provides group home residential living for disabled men and women, giving them a significant degree of independence and self-confidence; and

Whereas, Lou Scott's efforts have added numerous programs over the years to serve our citizens, including a craft shop, respite care, supervised living, job coaches, and the facilities necessary to administer these programs; and

Whereas, today the Scott Center and its ongoing operations are a national model for providing services to challenged individuals, helping these special citizens assimilate into society, providing them with employment, living skills, independence, but most of all with dignity and a positive self-concept; and

Whereas, Lou Scott has dedicated her life to loving others, caring for them, and improving the quality of life of those less fortunate, and through her profound love for and devotion to people with disabilities has made the world a better place to live for all of us. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly, by this resolution, hereby

congratulate Mrs. Mary Louise Raley Scott of Darlington County upon her retirement from more than three decades of service to the disabled citizens of South Carolina and wish her well in the years to come.

Be it further resolved that a copy of this resolution be forwarded to Mrs. Mary Louise Raley Scott.
