TO AMEND CHAPTER 3, TITLE 1, CODE OF LAWS OF SOUTH CAROLINA, 1976, AS AMENDED, RELATING TO THE POWERS OF THE GOVERNOR TO MAINTAIN PEACE AND ORDER, SO AS TO PROVIDE THAT, IF THE GOVERNOR ORDERS A MANDATORY EVACUATION OF COASTAL COUNTIES, ALL TRAFFIC ON AFFECTED INTERSTATE SYSTEMS SHALL BE ROUTED USING ALL LANES OR SEGMENTS OF THE INTERSTATE UNTIL SUCH TIME AS THE GOVERNOR'S EMERGENCY PROCLAMATION IS TERMINATED.
Amend Title To Conform
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Chapter 3, Title 1 of the 1976 Code is amended by adding:
"Section 1-3-500. Upon the issuance of an executive order or proclamation by the Governor pursuant to Article 7, Chapter 3, Title 1 for the mandatory evacuation of citizens from any county for a hurricane or other emergency, the Governor shall order that the Department of Public Safety, in conjunction with other emergency management officials, use all existing traffic lanes and segments on affected interstate systems, designated evacuation routes, and, as appropriate and necessary, other roadways to route traffic away from the evacuated area in one direction until the Governor determines that the traffic flow no longer necessitates the use of all existing traffic lanes to efficiently move traffic away from the evacuated area. Once the Governor terminates the mandatory evacuation order, the Department of Public Safety, in conjunction with other emergency management officials, use all existing traffic lanes and segments on affected interstate systems, designated evacuation routes, and, as appropriate and necessary, other roadways to route traffic toward the evacuated area in one direction until the Governor determines that the traffic flow no longer necessitates the use of all existing traffic lanes to efficiently move traffic toward the evacuated area."
SECTION 2. This act takes effect upon approval by the Governor.
