 A Bill to amend Section 4-9-80, Code of Laws of South Carolina, 1976, as
 amended, relating to powers of County Councils with regard to Public Service
 and Special Purpose Districts, Water and Sewer Authorities and other Political
 Subdivisions, so as to provide additional powers to County Councils with
 regard to such Districts, Authorities and Political Subdivisions including the
 power of dissolution or absorption upon favorable referendum vote of a
 majority of electors of the District, Authority or Political Subdivision
 voting in such referendum.
