 A Concurrent Resolution expressing the will of the General Assembly that the
 South Carolina Department of Health and Environmental Control and the South
 Carolina Water Resources Commission refrain from issuing any permits to Union
 Camp, Inc., until such time as independent studies show that the Union Camp
 facility proposed for location above the Santee-Cooper System will not
 adversely affect the ecology of the system.
