The House assembled at 12:00 noon.
Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark, as follows:

O Lord, the Giver of all our blessings, look with favor upon all who labor here with clear minds, sound judgements, and a steadfast dedication to the best. We thank You for human dignity, our free society, and for abiding spiritual values. Make us receptive, we pray, to the wisdom You impart. May the noble impulses of our Founding Fathers arise anew within us that our Country may remain "one Nation under God." We offer this, our prayer, in praise and thanksgiving. Amen.

Pursuant to Rule 6.3, the House of Representatives was led in the Pledge of Allegiance to the Flag of the United States of America by the SPEAKER.

After corrections to the Journal of the proceedings of Friday, the SPEAKER ordered it confirmed.

MOTION ADOPTED

Rep. M. MCLEOD moved that when the House adjourns, it adjourn in memory of Herby G. Pack, which was agreed to.

(14)     a circuit solicitor appointed by the Prosecution Coordination Commission;

(15)     a public defender;

(16)     a county chief administrative officer;

(17)     a county council member;

(18)     a sheriff who runs a jail;

(19)     the Director of the Division of Victim Assistance; and

(20)     a police chief.

The Governor must appoint all members of the Local Jail Task Force except the members identified in subitems (1), (2), (4), (7), (10), (11), (12), and (14).

The Local Jail Task Force shall elect one of its members as chairman and other necessary officers. It shall meet as often as necessary for the discharge of its business before making its report to the Governor and General Assembly.
(C)     The Local Jail Task Force shall submit a report with recommendations to the Governor and General Assembly before February 1, 2001, at which time the task force is abolished./

SPEAKER WILKINS stated that the Bill reduced the authority that counties have to raise revenue and therefore pursuant to Code Section 4-9-55(B) it must receive two-thirds vote by the House members present and voting in order to be adopted.
