Our thought for today is from Psalm 46:1: "God is our refuge and strength. The Lord Almighty is with us."
Let us pray. Holy and mighty God, as we begin a new week filled with many challenges, give these Representatives strength, courage, and integrity to accomplish the huge task set before them. Help them discern what are the important issues so that they may, with Your guidance, make the right decisions. We pray those decisions will prove to be the right thing to do. Give us pause during the day to reflect on our decisions. Grant Your blessings upon our Nation, President, State, Governor, Speaker, this Honorable Assembly, and all who serve in these Halls of Government. Protect our defenders of freedom at home and abroad as they protect us. Hear us as we pray, O Lord. Amen.

After corrections to the Journal of the proceedings of Friday, the SPEAKER ordered it confirmed.
Rep. H. B. BROWN moved that when the House adjourns, it adjourn in memory of former Senator John Martin of Winnsboro, which was agreed to.
The House stood in silent prayer for the family of Representative Stringer whose son is hospitalized.

Whereas, the Darlington Raceway opened on September 4, 1950, with the inaugural running of the Southern 500, the first stock car race on a paved track; and
Whereas, since 1950, Darlington Raceway has served as a cornerstone in the development of stock car racing, one of the fastest growing and most popular spectator sports in the country; and
Whereas, Darlington Raceway still hosts its annual spring race events, which will be held this year during the week of May 4, 2009; and
Whereas, South Carolina lays claim to many of the legends of NASCAR racing, including Rex White, David Pearson, Bud Moore, James Hylton, Tiny Lund, and Cale Yarborough; and
Whereas, the State of South Carolina is rich in historical references to the sport of stock car racing, beginning with the dirt raceways across the State that served as home to the fledgling sport of NASCAR racing in the 1950's and as evidenced today by the Darlington Raceway Stock Car Museum, the Joe Weatherly Stock Car Museum, and the National Motorsports Press Association Hall of Fame at Darlington Raceway; and
Whereas, the NASCAR events at Darlington focus our nation's attention and the attention of the world upon our great State as a sport and tourism destination; and
Whereas, the annual economic impact that NASCAR racing has on South Carolina is in excess of fifty million dollars, as NASCAR fans from across the country and around the world visit the State each year to attend racing events and vacation in communities throughout the Palmetto State; and
Whereas, the Darlington Raceway participates as a good corporate citizen at the local, regional, and state levels and is active in numerous community and charitable efforts, contributing to and enhancing the quality of life of the people and the State of South Carolina. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the General Assembly, by this resolution, express the long-held belief that NASCAR racing is an integral and vital part of the State of South Carolina and its economy and recognize
Be it further resolved that the week of May 4, 2009, through May 10, 2009, is named "Darlington Raceway Week, the Week Too Tough to Tame".
Be it further resolved that a copy of this resolution be forwarded to NASCAR and the Darlington Raceway.

Whereas, it is with great pleasure that the members of the South Carolina House of Representatives honor individuals who freely give of their time and resources for the good of others, especially those who need it most; and
Whereas, the Honorable George M. McFaddin, Jr., of Sumter County stands high among their number, much admired for his years of unceasing effort to make the Sumter area a better place to live for children and families; and
Whereas, since being elected to the Family Court of the Third Judicial Circuit in 2002, Judge McFaddin has proven himself a friend to children and families, as well as a supporter of child advocates; and
Whereas, a graduate of the University of South Carolina, this Sumter County native instituted "Adoption Days," legal hearings that took place in his Family Court chambers that facilitated adoptions for a number of children around the State last year. Judge McFaddin decided to institute the biannual proceedings after noticing the backlog of cases for children awaiting consummation hearings. He invited representatives from the FCRB legal team, attorneys, and would-be foster parents to come to Sumter to finalize the proceedings; and
Whereas, because of that initiative, twenty-five children received permanent homes in 2008; and
Whereas, in addition to his Adoption Days, Judge McFaddin has served as chair to the Bench/Bar Committee, where he has worked toward strengthening the legal system's representation of children and families. Recognizing the importance of permanence for these children, he has labored proactively and successfully to move some cases through the system; and

Whereas, Darlington Raceway still hosts its annual spring race events, which will be held this year during the week of May 4, 2009; and
Whereas, South Carolina lays claim to many of the legends of NASCAR racing, including Rex White, David Pearson, Bud Moore, James Hylton, Tiny Lund, and Cale Yarborough; and
Whereas, the State of South Carolina is rich in historical references to the sport of stock car racing, beginning with the dirt raceways across the State that served as home to the fledgling sport of NASCAR racing in the 1950's and as evidenced today by the Darlington Raceway Stock Car Museum, the Joe Weatherly Stock Car Museum, and the National Motorsports Press Association Hall of Fame at Darlington Raceway; and
Whereas, the NASCAR events at Darlington focus our nation's attention and the attention of the world upon our great State as a sport and tourism destination; and
Whereas, the annual economic impact that NASCAR racing has on South Carolina is in excess of fifty million dollars, as NASCAR fans from across the country and around the world visit the State each year to attend racing events and vacation in communities throughout the Palmetto State; and
Whereas, the Darlington Raceway participates as a good corporate citizen at the local, regional, and state levels and is active in numerous community and charitable efforts, contributing to and enhancing the

That the members of the General Assembly, by this resolution, express the long-held belief that NASCAR racing is an integral and vital part of the State of South Carolina and its economy and recognize Darlington Raceway as one of our state's most treasured attractions and NASCAR racing as a significant part of our state's rich history.
Be it further resolved that the week of May 4, 2009, through May 10, 2009, is named "Darlington Raceway Week, the Week Too Tough to Tame".

This was not the case, however, as our citizens will face the liability of participating in the repayment whether or not the State accepts the monies.
