S 0114 General Bill, By McConnell
    A Bill to amend Section 7-13-1430, Code of Laws of South Carolina, 1976, relating to the processing and counting of ballots in counties where marking devices and automatic tabulating equipment have been adopted, so as to provide that counting stations established by the county election commission to receive these ballots must be located in a public building, and that the processing and counting of these ballots and the preparation of summary sheets in a general election must be done in the presence of a minimum if three witnesses for each political party on the ballot; and to amend Section 7-13-1440, relating to witnesses observing the functions at counting stations, so as to provide that these witnesses shall file their certificates of appointment at the proper counting station at any time after 4:00 P.M. on election day and that when observing the counting station functions they must have a full view of the counting process.
