A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 44-41-75 so as to require the licensing and certification of a hospital and clinic performing abortions in this State, provide for regulations to fix a schedule of fines and penalties, and provide for the Department of Health and Environmental Control to maintain an action in the name of the State for a violation of the laws relating to abortion; and to amend Section 44-41-70, relating to the promulgation of regulations by the Department pertaining to licensing and certification to perform abortions, so as to include facilities in which first trimester abortions are performed and provide for the promulgation of regulations for the disposal of fetal tissue and remains.
